The GHC
Global Household Goods Contract is the new single source program from US Transportation Command. The company awarded the contract will be responsible for managing the PCS process from start to finish.
Navy Family
The first company packed for 3 hours then left for lunch and never came back. The 2nd crew did not arrive until a week later. The truck that showed up was a freight truck with no moving blankets, ramp, or dolly.
Army Family
HomeSafe couldn't tell me where my shipment was. I finally called the company who picked it up and they still had it. When I asked HSA, they said that wasn't true and it was in transit. I was sent a picture of it at the warehouse. They had no idea or accountability on my shipment. Shipment missed the RDD.
Navy Family
Our packing dates were missed. We had to rearrange our timeline and house clearing. Finally picked up a week late. Our shipment was 4 weeks past the RDD, and we only got movement on our shipment once we contacted our Senator.
Army Family
No communication unless we initiated it. Every time it was the same line of an empty promise and understanding. Our kids were sleeping on a mat on the floor while transitioning to a new school because our stuff was 3 weeks past RDD. Worst move ever.

Contract History
Timeline of Contract:
- November 2018 – RFI Issued
- September 2019 – RFP Issued
- April 30, 2020 – Awarded to ARC
- June 2020- Protests filed with GOA (administrative issues) – Dismissed.
- October 21, 2020 – GAO sustained protest and recommended that Transcom conduct and document a new round of oral presentations with each offeror, reevaluate technical capability proposal and perform a new best-value tradeoff analysis.
- November 4, 2022 – Awarded to HomeSafe Alliance
- Unknown Date – Another bid protest was filed and denied with GAO.
- Unknown Date – Protest filed with Court of Federal Claims and denied on October 28, 2022
The transition period was to be January 2023-September 2023 (9 months)
- April 2024 – First shipments began (18 months after transition started)
- September 2024 – Interstate shipments began.
- November 2024-January 2025 – Three moving companies have filed suit against e government (at least 2 were part of other contract teams) on the grounds that after award, Transcom changed so much of what was in the proposals/contract to fit HomeSafe’s needs and lack of ability to start.
- January 2025 – Transcom issues a show cause notice.
Snapshot:
As of January 30, 2025, HomeSafe has been assigned 5,195 task orders. 1,737 have been picked up and 922 have been delivered. About 1,000 shipments have been affected by missed pickups, late deliveries or communications problems.
HomeSafe was scheduled to handle 100% of domestic moves by May 2025. However, the Army has already authorized outbound personnel in student status at the Sargeant Major Academy, West Point, War College, and Command General Staff College (CGSC) to move under the legacy system for Summer 2025 moves. This shows that the Army does not have the confidence for HomeSafe to handle the demand and volume of moves that happen at these locations with such a tight turnaround window.
There is a lack of oversight and accountability of the contract. Installation transportation and shipping offices have little power to help service members telling them they cannot do anything.
Navy Family
​It’s been awful, the pack out people showed up hours late on Friday. They had to come back Monday but didn’t call us until we called them to tell us their truck broke down. The next day they showed up, finished and then took our stuff to LA. that was on the 1st. We put AirTags in our stuff and it’s now the 10th, it hasn’t moved at all. Every time we call they say they need to call us back to give us an update. The last update we got was today they can’t get ahold of whoever.
USMC Family
Literally awful. They were a week late to pick up our stuff (they came the day we were supposed to leave). After two days of unhelpful, useless phone calls we were informed our stuff is somewhere in Forida (where we moved from) and they don’t have a service provider to deliver our stuff. They always blame the movers when in reality it’s them, or they tell you they’re sending it to dispatch… you can’t contact dispatch and apparently they themselves can’t even call dispatch. It’s a complete mess and I’m absolutely heartbroken. I have 3 children so not having our stuff creates a huge burden. Not to mention the “crate and freight” method they use is a disaster and I'm more than likely going to end up with broken items or other people's stuff… this place is a disgrace.
Navy Family
​After back and forth multiple times we were told that we were NEVER actually assigned to a service provider and they do not know why we got that scheduling email. They are now refusing to answer phone calls from the director of transportation at our duty station. We were also told that because we are “unassigned” we can’t file an inconvenience claim for another 10 days. Which is a lie. As was the schedule date. A lie so they could falsify their service records.
Army Family
​Terrible, never helped, shipment got delayed and they didn’t help me at all with getting a new shipment date. I had to call the moving company that was contracted to pick up my stuff and set up with them to take the bid to bring my stuff to my new duty station. Home safe connect didn’t do their job with coordinating anything for me to receive my stuff. My stuff is going to come 4 weeks late.
